Data Manager/Analyst
The Pacific States Marine Fisheries Commission (PSMFC) and Alaska Fisheries Information Network (AKFIN) are hiring a Data Manager/Analyst to work with the North Pacific Fishery Management Council (NPFMC) in Anchorage, Alaska.
Duties:
To serve as a Data Manager/Analyst for the Alaska Fisheries Information Network (AKFIN), with primary responsibilities to provide State and federal fisheries data from several source agencies to analysts examining the biological, economic, and social impacts of proposed fishery management regulations. Specific duties will include:
- Assisting North Pacific Fishery Management Council staff in the identification of appropriate data for analysis of issues pertaining to fisheries management off Alaska, particularly the groundfish and crab fisheries. Providing fisheries data to analysts in support of the preparation of Environmental Impact Statements and Regulatory Impact Reviews for a variety of proposed fisheries management measures.
- Developing and maintaining long-term, comprehensive fisheries databases that combine data from State and federal sources, and are used by analysts from several agencies to address economic and biological questions relevant to fisheries management issues. Developing and producing automated data reports from the comprehensive databases for use in analytical documents.
- Acting as a liaison between the Alaska Fisheries Information Network and the agencies with which it coordinates the use of State and federal fisheries data, including the North Pacific Fishery Management Council, National Marine Fisheries Service, the Northwest & Alaska Fisheries Science Center, the Alaska Department of Fish and Game, and the International Pacific Halibut Commission.
Qualifications:Desired Minimums:
- Strong data management and analytical skills.
- Proficiency in working with large, complex data sets, and the use of information systems.
- Working knowledge and experience with SQL and various software packages used for data analysis (including Access and Excel) and proficiency in data manipulation with at least one statistical software package (such as SAS or SPSS).
- Ability to articulate technical information to non- technical audiences and ability to work closely with people from diverse scientific and technical backgrounds.
- Bachelor’s degree or higher in a field requiring analysis of large, complex data sets (statistics, natural resource policy, biological sciences, economics, or other), or comparable on-the-job experience.
Preferred:
- Experience with state or national level commercial and recreational fisheries data, particularly with North Pacific fisheries and their management.
- Familiarity with Oracle, procedural programming, and data warehousing fundamentals
- Familiarity with North Pacific fisheries management agencies and authorities.
- Master’s degree in a related discipline.
Salary:
$52,000-$73,000 DOE, plus health and Retirement benefits.
Location:
The Council office is located in Anchorage, Alaska. Travel may be required to attend meetings in other Alaska and Pacific Northwest locations.
Term of Empolyment:
A minimum commitment of three years is desired.
